Making Game Of Life Sand

Making Life is a bit different from the others. Sand's state is determined by what happens around it, think of it as pull rather than push. You can't push state to other materials in the Reaction function. You'll have to apply rules to both Game Of Life sand and Empty sand. See also Reactivity article about this topic.
